What's the difference between a regular GPS system and a GPS receiver?

Is there any difference? I'm thinking about buying my step dad a Garmin StreetPilot庐 c320 GPS Receiver. Is this a regular gps system or not? I'm really not too familiar with these things so your help is GREATLY appreciated.
