Can a company use a gps system on a company vehicle without the driver knowing?

Company decided to give a vehicle (not really necessary to begin with) and when asked if they were tracking via gps system they said no. Is there laws or rules for using a gps system without knowledge? in PA.|||Yes they can but why should they hide the fact?
